From Military Service to Public Service: Honoring Our Veterans in Public Works

In honor of Veterans Day, read about three Public Works members whose dedication extends from serving the nation to serving our community.

This Veterans Day, the City of Virginia Beach Public Works Department proudly recognizes just a few of the many members who have worn our nation’s uniform. Their leadership, discipline and commitment to service continue to strengthen our community every day.

From Seabee to City Support 

Marie Vargas, with Public Works Facilities Management, has spent two years supporting the department by processing purchase orders and invoices.

A retired Navy Seabee, she served from 2000 to 2023 in both active and reserve capacities. Her 23 years included deployments in support of Operation Enduring Freedom, Operation Iraqi Freedom and humanitarian missions across Central and South America.

Marie says her favorite thing about working for the City of Virginia Beach is its positive work culture and flexible work-life balance.

Service Through Education and Communication  

Kristi Rines has dedicated nine years to the City in the Public Works Waste Management division, overseeing education, outreach and communications for the division and the Virginia Beach Clean Community Commission.

A former Navy Seabee construction mechanic from 1992 to 1996, Kristi worked on everything from tactical vehicles to bulldozers during her time in service.

She loves that Virginia Beach offers something for everyone, from beaches to farms to a strong military community.

Decades of Duty and Dedication  

Frank Hickman has proudly served the City of Virginia Beach for 30 years as an engineer in Traffic Management Operations, overseeing transportation infrastructure, beach and dredge maintenance.

From 1983 to 2005, he served as a surface warfare officer and later in the Civil Engineer Corps. Frank was able to bring that leadership and expertise from the Navy into public service.

One of his favorite things about Virginia Beach is how every day brings something new to discover and experience.
