Vote 2025: Early Voting for Nov. 4 General Election Begins on Sept. 19
Voters will cast their ballots for state and local races and a referendum question.
Polls will be open for early voting from 8 a.m. to 5 p.m., Monday through Friday, beginning Friday, Sept. 19, at the Voter Registrar’s Office at 2449 Princess Anne Road.
Saturday early voting will take place at the Voter Registrar’s Office on Oct. 25 and Nov. 1 from 9 a.m. to 5 p.m., in addition to the satellite locations listed below.

- Lieutenant Governor
- Attorney General
- House of Delegates
- District 95
- District 96
- District 97
- District 98
- District 99
- District 100
Local Elections
- City Treasurer
- Commissioner of the Revenue
- Commonwealth's Attorney
- Sheriff
No seats for City Council or the School Board are up for election this year and will not appear on the ballot.
However, there will be a referendum question for Virginia Beach voters: “Should the method of city council elections set forth in the Virginia Beach City Charter be changed from a modified 7-3-1 system to a 10-1 system?”

Registering to Vote
Eligible individuals may register to vote using one of the following methods before the Oct. 24 deadline:
- Online, with the Virginia Department of Elections. Applications must be received by 11:59 p.m.
- In person at the Voter Registrar’s Office by 5 p.m.
- At any Virginia DMV location by the close of business.
- At any Virginia Beach Public Library location by 6 p.m., except for the Meyera E. Oberndorf Central Library by 8 p.m.
Same-day registration will continue for the remainder of the early voting period and the day of the election. Individuals who opt to register and vote on the same day will be given a provisional ballot and instructions to confirm their registration. More information about same-day registration may be found on the Virginia Department of Elections website.

Additional early voting satellite locations will open at the end of October.

- Great Neck Recreation Center | 2521 Shorehaven Drive
- Seatack Recreation Center | 141 S. Birdneck Road
- Kempsville Area Library | 832 Kempsville Road
- Meyera E. Oberndorf Central Library | 4100 Virginia Beach Blvd.
All satellite locations will have early voting on the following dates and times:
- Monday-Friday, 9 a.m.-5 p.m., Oct. 27 through Oct. 31
- Saturdays, 9 a.m.-5p.m., Oct. 25 and Nov. 1
Know Your District
To determine which state election district they reside in, voters may use the Virginia General Assembly’s “Who’s my Legislator?” tool.
Voting by Mail
Individuals who would like to vote by mail may complete an online application with the Virginia Department of Elections. Paper applications should be returned to the Voter Registrar’s Office by email at grabsentee@vbgov.com or by mail to:

Vote-by-mail ballots returned in-person must be received by the Registrar’s Office no later than 7 p.m. on Tuesday, Nov. 4. Ballots returned by mail must be postmarked on or before Election Day (Nov. 4) and received by the Registrar’s Office no later than noon the Friday after the election (Nov. 7).
Don’t Forget Your ID
When casting a ballot, be sure to bring an accepted form of identification. Any voter who does not present an acceptable identification must sign a statement, subject to felony penalties, that they are the named registered voter for their ballot to be counted.
Voters who do not sign the statement or present an accepted form of identification must vote with a provisional ballot.
Important Dates and Deadlines
- Sept. 19: First day of in-person early voting
- Oct. 24: The last day to register to vote or update an existing registration.
- Oct. 24: Deadline to apply for a ballot to be mailed to you
- Oct. 25 and Nov. 1: Saturday early voting
- Nov. 1: Last day of in-person early voting
- Nov. 4: Election Day
- Nov. 7: Absentee ballots must be returned by noon
