The Comprehensive Planning Division prepares, maintains, coordinates and administers the Comprehensive Plan, a series of planning policies designed to guide and manage Virginia Beach'sĀ future physical growth.

The division conducts special planning studies, such as those identified by the City Council and other planning-related administrative work programs. ItĀ also provides land use andĀ transportation planning support to other Planning Department divisionsĀ pertaining to rezoning, conditional use permits, and other development-related actions.

The Comprehensive Planning DivisionĀ works closely with the Hampton Roads Planning District Commission, Hampton Roads Transit, and other regional, state and federal agencies regarding planning matters affecting the city.
