The 2016 Comprehensive Plan (archived) is the Cityās current guide to decisions related to development and investment in Virginia Beach. The City Council adopted this planĀ on May 17, 2016, and the document has beenĀ amended periodically as policies and plans are updated.Ā
The plan is composed of a policy document, reference handbook andĀ technical report, as well asĀ a list of additional documents considered āadopted by reference,ā which areĀ policies that focus on specific topics or areas of the City andĀ carry the same level of authority as the general Comprehensive Plan.
